build: apply SELinux :Z volume relabel only on SELinux hosts

Make the postgres container's :Z bind-mount relabel conditional on the host
actually running SELinux (detected via getenforce). On SELinux hosts (e.g.
Fedora Atomic) the mounts get :Z as required; on macOS (Docker Desktop /
podman machine) and non-SELinux Linux the suffix is omitted, keeping the
mounts clean and portable.
