feat: runtime static-DRAM reporting via bb_board_dram_static_bytes (#550)

- bb_board_dram_static_bytes(): sums _data_start/_data_end + _bss_start/_bss_end
  linker-section spans (esp-idf sections.ld.in, all targets); host stub returns 0
- /api/info: static_dram {bytes} nested object alongside heap_internal/heap_psram/rtc;
  schema updated in bb_info_schema_priv.h and test_route_fidelity.c snapshot
- bb_pub_info: dram_static_bytes flat field added to the info topic payload
- tests: test_bb_board_dram_static_bytes_callable, _returns_zero_on_host;
  test_bb_pub_info_has_dram_static_bytes, _dram_static_bytes_is_zero_on_host
