feat: add bb_claim primitive and migrate bb_pub_exclusive to it (#549)

- new bb_claim_t with BB_CLAIM_INIT, acquire/release/holder/reset api
- bb_claim.c uses esp_log.h on esp-idf, fprintf on host (no bb_log dep)
- wired into bb_core CMakeLists.txt and scripts/native_scaffold.py
- bb_pub_exclusive_acquire/release/reset migrated to bb_claim internally
- 8 unity tests in test/test_host/test_claim.c; registered in test_main.c
- BB_CLAIM_TESTING flag added to platformio.ini
