feat: static OTA-op stacks (opt-in) + bb_claim deadlock fix (#551)

- add xTaskCreateStatic stacks for ota_pull and upd_check tasks, gated
  behind CONFIG_BB_OTA_STATIC_STACK (default n, opt-in)
- fix bb_claim self-deadlock in ota_update_handler: moved acquire to
  after the blocking upd_check refresh call
- extend bb_claim refresh timeout 15s -> 30s in bb_ota_pull
