feat!: make fan/power/thermal/display telemetry opt-in (BB_*_AUTO_ATTACH default n) (#545)

hardware-specific telemetry satellites auto-attached on every board,
publishing phantom topics on boards without the hardware (fan/power null
on 100% of non-ASIC fleet boards). they are now opt-in; boards set
CONFIG_BB_<X>_AUTO_ATTACH=y for hardware they have. universal
info/wifi/health unchanged.

BREAKING CHANGE: consumers relying on default-on fan/power/thermal/display
telemetry must opt in per board.
