refactor!: normalize time fields to canonical bb_clock convention (u64 ms / _age / _epoch_s) (#543)

- add bb_clock_now_ms64() (u64 monotonic ms, no 49.7-day wrap) for absolute time points

- rename public keys: ts/ts_ms->uptime_ms, last_post_us->last_post_age_ms (computed at read), boot_epoch/epoch_s->boot_epoch_s

- fix last_sag_ms + bb_power_health ms fields (u64 field fed u32 wrap bug); wifi_reconn uses bb_timer_now_us

- add clock/timestamp rule to CLAUDE.md audit-class regressions + idiom-sweep finder

BREAKING CHANGE: telemetry/REST timestamp keys renamed; consumers must use the new keys.
