fix: retained event-routes topics use capacity-1 ring to bound no-PSRAM heap (B1-352) (#542)

- retained SSE topics only replay their latest value, so a capacity-8 ring wasted internal heap

- add CONFIG_BB_EVENT_ROUTES_RETAINED_RING_CAPACITY (default 1); retained attaches use it, non-retained events keep the configured depth

- fixes the no-PSRAM OOM panic during ring creation when many retained topics attach (tdongle-s3, bitaxe-403)
