refactor: extract bb_temp_emit_section shared builder (B1-352) (#541)

- rest /api/health temp section get_fn now delegates to bb_temp_emit_section
- bb_temp_emit_section is a pure formatter (reads live, never polls) — ssot
  for the {present, soc_c} json shape
- no bb_pub temp source exists; soc_c already flows through bb_pub_thermal
  via bb_thermal_collect, so no source wiring is needed
- pattern: _emit (not _collect) — rest shape {present, soc_c} is the full
  datum, not a nested sub-object requiring a separate collect step
- added 3 host tests for bb_temp_emit_section (absent, present, rounding)
