fix(kimi): use NeoKai compaction fallback for both regions at 262k (#2167)

The Claude Agent SDK's context-window resolver (cL9) only grants >200k to
[1m]-suffixed or first-party 1M model IDs; neither Kimi route qualifies, so
CLAUDE_CODE_AUTO_COMPACT_WINDOW is clamped to min(200k, 262144) and the SDK
fires compaction ~62k early. Route both China (kimi-for-coding) and Global
(kimi-k2.7-code) through NeoKai's fallback so compaction fires at the real
262k metadata window.

Also correct the SDK reserve: the SDK buffer is min(maxOutputTokens, 20000) +
13000 = 33000 (two stacked subtractions: D4H then DU8), not the stale 13000
that only captured the DU8 half. NeoKai now fires at 262144 - 33000 = 229144,
matching the SDK's own trigger point.
