feat(cli): Add `--no-turns` flag to `jp conversation fork` (#781)

`jp conversation fork --no-turns` creates a fork that inherits the
source conversation's full effective config (base config plus every
`ConfigDelta` resolved into a single config) but starts with zero turns.
The result is structurally identical to a fresh conversation whose
config matches the source's current state.

This replaces the `--bare` flag proposed in RFD D33. Rather than
bundling "no events", "no lineage", and "no title" into one flag, the
design decomposes them into orthogonal opt-out flags that compose
freely. `--no-turns` ships now; `--no-parent` and `--no-title` are
deferred to the RFDs that own those concerns.

`--no-turns` conflicts with `--from`, `--until`, `--first`, `--last`,
and `--compact`, since turn-selection is meaningless when no turns are
copied. RFD D33 is updated to reflect the implemented design.
