docs(rfd): Add backlog section to the priority board (#783)

The RFD board now has two sections separated by a draggable cutoff
divider: a prioritised `order` above it and an unsorted `backlog` below.
The production build only renders the `order` rows; the dev server shows
the full list including the divider so curators can drag items between
sections.

`priority.json` gains a `backlog` field. On save the board splits the
combined list at the divider and writes both arrays back, so the file
never contains the transient divider token. A `GET /__rfd-priority`
endpoint is also added so the dev server can bypass VitePress's
data-loader cache and return the latest saved state on mount.

Each row now has ▲/▼ jump buttons (dev only) that move an RFD to the top
or bottom of its current section in one click, clamped to keep
dependencies satisfied. A brief flash animation confirms where the row
landed. The `rfd-promote` justfile recipe is updated to rewrite draft
IDs in `backlog` as well as `order` and `in_development` when a draft is
promoted.
