refactor: single bb_thermal_collect for REST + bb_pub source values (B1-352) (#540)

- add bb_thermal_values_t struct and bb_thermal_collect() to bb_thermal.h
- implement bb_thermal_collect() as SSOT: reads bb_temp_read_soc, bb_power_snapshot,
  bb_fan_snapshot — single place deciding which HAL each temp comes from
- vr_hw_present / fan_hw_present flags distinguish "no hardware" from "hardware present
  but no reading", preserving bb_pub_thermal's key-omit-vs-null semantics
- refactor bb_thermal_emit_section (host + espidf) to call bb_thermal_collect
- refactor bb_pub_thermal thermal_sample to call bb_thermal_collect
- add test_bb_thermal_collect.c: 10 unit tests covering present/absent per source,
  vr_hw_present vs vr_present distinction, value pass-through, all-present branch
- add thermal parity test in test_bb_pub_parity.c: asserts both REST and pub channels
  report identical values for the same collected struct
