refactor: single bb_fan_emit builder shared by REST + bb_pub source (B1-352) (#539)

- add bb_fan_emit to platform/host/bb_fan/bb_fan.c with autofan macro gating
- declare bb_fan_emit in components/bb_fan/include/bb_fan.h; add bb_json include
- add bb_json to REQUIRES in components/bb_fan/CMakeLists.txt (public header uses bb_json_t)
- route bb_pub_fan fan_sample through bb_fan_emit; drop inline emission code
- route bb_fan_emit_section (espidf + host) through bb_fan_emit; drop inline emission code
- remove now-unused #include <math.h> from bb_pub_fan.c and bb_fan_routes*.c
- add test_bb_fan_emit.c: 6 non-autofan tests + 3 autofan tests (macro-gated)
- add test_bb_pub_fan_parity_emit_matches_pub_source to test_bb_pub_parity.c
- register all new tests in test_main.c
