chore(ripple): refresh arrival cutoff to 2026-06-23 and clarify for the experiment

The 2026-06-21 go-live cutoff is now in the past, so a scoped experiment run
today would back-fill a 2-day backlog into those groups on its first pass and
blur the before/after boundary. Refresh the default to 2026-06-23 and spell out
in the comment that the cutoff applies to scoped runs too - set RIPPLE_ENABLED_AT
in .env.background to the day you switch the experiment on (alongside
RIPPLE_WITHIN_GROUPS) for a clean boundary.
