refactor: single bb_power_emit builder shared by REST + bb_pub source (B1-352) (#538)

- add bb_power_emit(obj, snap) to platform/host/bb_power/bb_power.c — pure
  formatter, no polling, null when field is -1
- declare bb_power_emit in components/bb_power/include/bb_power.h; add
  bb_json.h include; move bb_json to REQUIRES in CMakeLists.txt
- update scripts/native_scaffold.py: add bb_json to bb_power depends
- route bb_pub_power power_sample through bb_power_emit (removes 5 manual
  emit blocks)
- route bb_power_emit_section (espidf + host) through bb_power_emit; present
  bool stays in emit_section (REST-specific wrapping)
- add 7 unit tests in test/test_host/test_bb_power_emit.c: all fields
  present, each individual field null when -1, all null when all -1
- add parity test in test_bb_pub_parity.c: verifies bb_pub_power and direct
  bb_power_emit produce identical field values (shared builder proof)
- wire all new tests into test/test_host/test_main.c
- all 2500 host tests pass
