fix: don't force bb_ota_pull/bb_net_health deps for parity fields (#82 follow-up) (#529)

Follow-up to #528 (which merged before review). Two dependency-forcing issues:
- ota_ready forced bb_ota_pull onto bb_pub_info (and /api/info forced it pre-
  existing, B1-300). Gate the emission + make the bb_ota_pull dep conditional on
  CONFIG_BB_OTA_PULL_AUTOREGISTER || CONFIG_BB_OTA_BOOT_STATUS_HTTP in both
  bb_info and bb_pub_info, so boot-only boards don't link bb_ota_pull just for it.
- net-health fields forced bb_net_health onto bb_pub_health (no compile-time gate
  exists for net_health). Instead, bb_net_health now self-publishes a 'net_health'
  bb_pub source (it already depends on bb_pub) — bb_pub_health no longer references
  bb_net_health, so nothing links it that didn't before.
