feat: close telemetry/API parity gaps for recent metrics (#82) (#528)

Surface metrics that existed on one surface but not the other:
- ota_ready: now in bb_pub_info telemetry (was only /api/info). ESP_PLATFORM-only,
  mirroring /api/info; adds bb_ota_pull to PRIV_REQUIRES.
- mqtt_reconnect_count: now in bb_pub_health telemetry (was only /api/health net).
- net_state / net_early_warning / net_throttled: now in bb_pub_health telemetry
  via a new bb_net_health_get_status() snapshot accessor (the net.health SSE
  topic only fired on change — Grafana via MQTT had no periodic value).
- time_source: now in /api/info (reverse gap — was only in bb_pub_info telemetry).
