refactor: extract bb_sse_writer shared SSE loop from bb_log_routes + bb_event_routes (B1-221) (#530)

- new portable component bb_sse_writer with pure bb_sse_idle helper
- new espidf impl: SO_RCVTIMEO, TCP_NODELAY, connected-line, peek/ping/cleanup loop
- bb_log_routes: replace sse_task body with log_wait_fn + log_cleanup_fn callbacks
- bb_event_routes_espidf: replace sse_task body with events_wait_fn + events_cleanup_fn
- tcp_nodelay now applies to bb_log_routes sse path (previously event_routes only)
- 6 host tests covering all bb_sse_idle branches (100% coverage)
- sse runtime validation deferred to next fleet roll; ci smoke = compile validation
