feat: bb_net_health link-health observability + opt-in adaptive backoff (#471)

- new bb_net_health component: link-state classifier (rssi + mqtt
  connected/reconnect-count/disconnect-reason) with hysteresis →
  good|marginal|poor + early_warning
- /api/health "net" section (read-only) + retained net.health SSE topic
  (publishes on change; always emits throttled)
- bb_mqtt: expose reconnect_count + last disconnect error via
  bb_mqtt_get_stats
- optional adaptive bb_pub backoff on sustained-weak signal
  (BB_PUB_ADAPTIVE_BACKOFF, default off) using a new volatile
  (non-persisting) bb_pub interval setter so the configured interval
  survives reboot-while-throttled
