feat: make bb_log_stream writer queue depth Kconfig-tunable (BB_LOG_STREAM_WRITER_QUEUE_LEN) (#472)

- add CONFIG_BB_LOG_STREAM_WRITER_QUEUE_LEN (default 16) so heap-tight
  no-PSRAM boards can shrink the log writer queue
- fix stale bb_net_health.h comment referencing the pre-rename glue
  filename (bb_net_health.c -> bb_net_health_espidf.c)
