fix: add BB_MQTT_NETWORK_TIMEOUT_MS knob (default 30s) to tolerate slow links (#470)

- adds BB_MQTT_NETWORK_TIMEOUT_MS int kconfig (default 30000, range 1000–120000)
  after the BB_MQTT_KEEPALIVE block
- wires it into the esp_mqtt_client_config_t .network.timeout_ms field at
  mqtt_cfg initializer time
- prevents spurious reconnects on marginal links where esp-mqtt's 10s default
  aborts in-flight writes before they complete
