fix(bb_pub): couple publisher enabled to sink enabled state in /api/telemetry PATCH (#469)

- after a PATCH that changes any sink's enabled field (mqtt or http), auto-set
  the publisher's persisted enabled flag to (any sink enabled): enabling a sink
  enables the publisher; disabling the last enabled sink disables the publisher
- explicit publisher.enabled in the same PATCH body overrides the auto-coupling
- coupling is a no-op when the patch changes only non-enabled sink fields or
  only the publisher section (no unintended side-effects)
- pure host-testable helper bb_telemetry_couple_publisher() encapsulates the
  decision logic; wired in bb_telemetry_dispatch_patch() after section patches
- 17 new host tests in test_bb_telemetry_coupling.c covering all four scenarios:
  enable mqtt/http, disable last sink, disable with other sink still active,
  and explicit publisher.enabled override
- document the coupling in CLAUDE.md telemetry section
