fix(bb_wifi): bound ST_CONNECTING with a watchdog so a stalled reconnect self-heals (#468)

- add wifi_reconn_policy_on_connect_timeout: pure, host-testable escalation
  mirroring on_disconnect; bumps generic_fail_count, sets first_fail_us,
  increments retry_count; returns reboot after 5-min window, else reconnect_now
- add WIFI_RECONN_CONNECTING_TIMEOUT_MS (30 s) to wifi_reconn.h
- reconn_task: ST_CONNECTING now waits 30 s instead of portMAX_DELAY
- on connect-stall timeout: call on_connect_timeout; re-issue disconnect +
  connect and stay ST_CONNECTING, or escalate to do_safeguard_reboot
- factor do_safeguard_reboot() out of handle_disconnect so the
  validated/boot_count reboot logic is shared, not duplicated
- add tests: null-arg guard, within-window reconnect_now, past-window reboot
- update CLAUDE.md with ST_CONNECTING watchdog description
