feat(homepage-editor): editable homepage

* Adds slogan and placeholder fields.
* Adds one block of html editor per section (left, center, right) and
  per language.
* Includes simple HTML sanitization using marshmallow_utils from
  invenio.
* Adds unit and ui tests.
* Adds org-access to role policies.
* Creates new cache when there is modifications to the organisation.
* Fixes missing placeholder in fr, de and it languages.
* Will need to reload data from bulle, rbnj and vs organisations
  during migration.
* Closes US#2230
