doc: observer-before-control — why the loop stays open

A standing note making the closed-loop-deferral rule concrete and data-backed,
from the 100-600 Hz coarse sweep (sweep_20260614_185850). Key finding: in-window
ZC count is ANTI-correlated with stable lock (deep lock ~0, catch/slip boundary
8-10), so a 'count the good sectors' lock-probability would read backwards and
feedback would hide it -- the bug-hiding the constraint exists to prevent, caught
on real data. Documents the trustworthy lock signals (current, late_swing; NOT ZC
count), why load-angle estimation is blocked on the phase-A sense anomaly + the
per-sector offset wave, and the open-loop gate (zc_fit per-sector load angle +
phase-A lead-swap test) that must clear before any closed-loop conversation.
