* Fix section-4 manifest path handling

Address review findings:
- keep held-out asset paths relative in the checked-in manifest
- resolve manifest later-phase asset paths at load time
- cover all shipped section-4 candidates in spec validation
- replace the survivor carry-forward magic cut with a named constant
- reject space-filling-curve candidate inputs above 2 dimensions
