Add staged section-5 hierarchy strategy registration, contract-driven execution, reporting, CLI commands, and conformance coverage for the streaming clustering evaluator crate.

* Implement section 5 metric semantics

Propagate the approved section-5 follow-up spec changes into the evaluator by making hierarchy grouping and refinement behavior execute from a closed metric-semantics contract.

Add explicit metric functionals and compatibility checks to the section-5 contract, wire Euclidean and cosine execution paths into hierarchy construction and dispersion analysis, and extend validation coverage for supported non-Euclidean execution plus deterministic rejection of unsupported or inconsistent declarations.

Keep the section-5 beta and epsilon gates diagnostically distinct by treating beta violations outside admitted epsilon scope separately from epsilon-scope enforcement, and strengthen VAL-STREAM-EVAL-047 with an explicit refinement-failure case so the validation surface matches the spec more closely.

Reorder the VAL entries in the section-5 validation plan, make depth-bound evaluation dispatch through the declared policy, stop retaining full embedding payloads on internal hierarchy nodes by switching to descendant leaf references, and restore non-hardcoded epsilon-scope gate evaluation.
