Align streaming clustering evaluator section-4 assets and reporting (#101)

* Align evaluator section 4 with clustering plan

Requirements:
- carry metric/execution semantics and later-phase identities through section-4 suite assets
- preserve deferred evaluation lines and deterministic survivor carry-forward behavior

Implementation:
- extend evaluator and section-4 suite reports/contracts for later-phase identities, compression analysis, artifact hygiene, and terminal failure details
- regenerate checked-in section-4 manifest and profiles to match the approved contract
- update spec validation coverage for survivor ordering, deferred lines, and checked-in suite execution
