Align streaming evaluator with section-4 screening contract (#100)

* Align streaming evaluator with section-4 screening contract

Update the evaluator specs and crate to carry the frozen section-1/4
benchmark contract through section-4 suite assets, explicit deferred
obligations, deterministic scale-tier metadata, and hard-gate survivor
reporting.
