v1.37.0: source CTA gene set from cancerdata (263 genes, not hand-curated 83) (#326)

Our --gene-set CTA was a hand-curated 83-gene subset that didn't match the
authoritative cancerdata package (CTpedia + daSilva2017 candidates -> HPA
reproductive/thymus restriction filter -> 263 expressed, restriction-passing
genes). We were missing 194 (ACTL7A, AKAP4, BRDT, CAGE1, CT47A*, ...).

Add a 'provider:' mechanism to gene_sets.yaml: CTA now delegates to
cancerdata.cta.CTA_gene_names() — single source of truth; the candidate ->
restriction-filter -> override pipeline lives in cancerdata, not duplicated
here. cancerdata is an optional dependency (not yet on PyPI); a missing install
raises a clear error pointing to the git install. Static 'genes:' sets still
work for non-computed panels.

Filed pirl-unc/cancerdata#9 to publish cancerdata to PyPI so it can become a
proper hitlist[cta] dependency.
