[#228] Test PK sequence sync guard in restore_from_snapshot

- Add ActivateSequenceSyncTestCase covering the exact production bug:
  snapshot contains an editor-generated timestamp ID not in the DB
  while the sequence is wound back to a colliding value
- Verify activate returns 200 and the restored question is present
- Verify the fresh row's PK is strictly above all pre-existing rows
