Add built-in divisive/agglomerative planning policy (#76)

* Add built-in planning direction policy

Add explicit divisive/agglomerative selection to the streaming indexer built-in planning path while normalizing both modes into the existing finalized partition hierarchy abstraction.

Update the streaming-indexer requirements, design, and validation specs; implement agglomerative hierarchy derivation; preserve the divisive path; and extend validation coverage for supported combinations and explicit mixed-direction rejection.
