Commit Message

Refresh README for current repository surface (#75)

Requirements: broaden CI README requirements for contributor entrypoint, inventory, status labeling, and authority boundaries.

Implementation: update the rust-workspace-ci spec package and README to cover current repo surfaces including dependabot, maintenance skills, supporting docs, and EBCP status labeling.

Validation: cargo fmt --check --all; cargo clippy --workspace --all-targets --locked -- -D warnings; cargo test --workspace --locked
