v1.31.11: curate 2 EBV-LCL class-II studies mislabeled cancer (#33c/#36 batch 9) (#290)

Two single-line HLA class-II elution studies were tagged 'B cell' /
'Cell Line / Clone' by IEDB (no EBV-transformed flag), so the default rule
classified them src_cancer. Both are EBV-transformed B-lymphoblastoid lines
(not tumors) — the same inconsistent-tagging bug fixed systemically for
721.221/C1R in v1.31.3. Paper-verified Methods; ebv_lcl override clears ~1,170
false-cancer observations.

- 28871256 (Scholz 2017): BLS EBV-LCL (CVCL_9W20, MHC-II-null, RFXANK-deficient)
  DR transfectants — BLS-DR2b DRB1*15:01, BLS-DR2a DRB5*01:01.
- 21654843 (Muixí 2011): DR8-homozygous EBV-LCL, DRB1*08:01 class-II ligandome.

Deferred: 22299025 is genuinely mixed (EBV-LCL B cells + non-malignant
activation-expanded CD4+ T-cell clones) with no clean existing category for the
T-cell compartment — belongs under #46 (chimeric systems), not force-fit here.
