Replace block kind with numeric level (#49)

* Replace block kind with numeric level

Replace the block protocol discriminator `kind` with numeric `level` throughout the block crate, search, indexer, inspect CLI, and specs.

- encode numeric `level` at top-level wire key 1
- treat level 0 as leaf semantics and level > 0 as child-bearing semantics
- preserve arbitrary nonnegative levels in typed block metadata
- derive parent level as child level + 1 in the indexer
- reject mixed-level parent construction inputs
- update search tie-breaks to prefer lower numeric levels
- emit `level` instead of `kind` in block inspection output
- update protocol/spec docs and validation coverage for the breaking change
