* Add streaming block ID enumeration to BlockStore

Implement backend-neutral block ID enumeration on the storage trait, add filesystem-backed published-file traversal, and extend conformance and validation coverage for enumeration semantics.

Remove filesystem path details from block-ID enumeration failures so the storage enumeration surface stays backend-neutral while remaining explicit about startup, traversal, and path-decoding errors.

* Do not follow symlinks during enumeration

Use symlink_metadata for block-store traversal so iter_block_ids does not treat symlinked directories as traversable and escape the configured store root.
