feat(led): heartbeat NVS gate + tdongle/wroom32/c3 status LEDs (#497)

- led_heartbeat_en NVS setting (default on) to suppress the steady mining-heartbeat LED; full GET/POST /api/settings exposure + SPA Settings toggle + tests
- apa102 (tdongle) heartbeat dial-in: dim slow green breathe, lower boot/flash levels (RGB-gated), using the v0.49.0 driver smoothing
- wroom32 (GPIO2 active-high) + c3-supermini (GPIO8 active-low) onboard status LEDs via bb_led_pwm; validated on-device
