refactor: remove migrate_legacy_bb_keys (#499)

- drop the one-time legacy-namespace nvs migration — enough releases have shipped since the bb_cfg namespace move that all devices have migrated
- removes the pre-bb_registry_init_early migration path (~170 lines)
- update CLAUDE.md to match
