ci: drop ineffective SONAR_SCANNER_JAVA_HOME; document Java 17 as action-side

Forcing the scanner onto Java 21 from the workflow doesn't work: scan-action v6
runs the scanner on its own bundled Java 17 and ignores host JAVA_HOME /
SONAR_SCANNER_JAVA_HOME. Keep skipJreProvisioning (the real 403 fix) and
document that the Java-17-EOL (2026-07) warning is action-side and deferred.
