fix(bb_led_apa102): render status LED on set_level/set_brightness + smooth low-end dimming (#334)

- set_level/set_brightness now mark the LED enabled; previously only set_on lit it, so a level/brightness applied without an explicit set_on emitted an OFF frame and the status LED stayed dark
- distribute the gamma'd level across the APA102 5-bit global current + 8-bit color so dim levels keep fine resolution instead of quantizing to a few 8-bit steps (brightness == global*color stays continuous, so the dim sweep is smooth)
- host tests: set_level/set_brightness enable without set_on; low-level resolution improves
