chore: remove `gh restart-dashboard` cmd and document ai tokens (#21)

## Description

Removes the unused `arc gh restart-dashboard` command and its package,
documents the existing `arc ai tokens` command, and introduces sentinel
errors for duplicated, identity-checkable error conditions.

### Added

- `docs/ai_tokens.md` documenting local token sources, static pricing,
and flags for `arc ai tokens`
- Sentinel errors `arcerrs.ErrEmptyProviderFilter`,
`arcerrs.ErrAUROnlyLinuxOnly`, `arcerrs.ErrNoAURLinuxOnly`, and
`ai.ErrNoProvidersSelected` replacing duplicated inline errors

### Updated

- README/AGENTS: dropped `gh restart-dashboard` references, added `arc
ai tokens`, removed the Project Structure section

### Deleted

- `internal/ghworkflow/` package and `cmd/gh.go`/`cmd/gh_test.go` (plus
the now-unused `arcerrs.ErrNoWorkflowRuns`)
