feat(ai): add local token usage reporting (#20)

## Description

Adds local historical AI token reporting with API-equivalent cost
estimates across Codex and Claude usage logs.

### Added

- New `arc ai tokens` command with provider, date, grouping, sorting,
JSON, and total-token options
- Provider-specific local history readers and shared pricing/grouping
interfaces
- Optional subscription ROI display for `arc ai usage`

### Updated

- AI usage tests and command coverage for local token history and
presentation behavior
