feat(bb_ota_boot): OTA-only boot-mode component + shared OTA progress callback (#329)

new bb_ota_boot component — own AUTOREGISTER gating a single lean POST
/api/update/boot route (arm+reboot); bb_ota_boot_run_if_pending() resolves
the manifest + pulls at full heap on a fat worker; NVS breadcrumb + optional
UDP trace. bb_ota_pull gains run_sync (extracted download core) +
bb_ntp_wait_synced. shared bb_ota_progress_cb_t in bb_core, adopted by
bb_ota_pull/push/boot for uniform LED/feedback. host test + smoke example
wiring. validated end-to-end on tdongle-s3 (real OTA + LED + reboot).
