feat(bb_ota_pull): pre-OTA heap guard — refuse the pull when TLS won't fit (B1-237) (#330)

before the TLS handshake, check heap_caps_get_largest_free_block(INTERNAL) and
refuse the pull with a clean error if it's below CONFIG_BB_OTA_PULL_MIN_HEAP_
BLOCK_BYTES (default 0 = off). turns a low-heap in-place pull on a tight no-PSRAM
board from an OOM panic mid-handshake into a clear 'insufficient heap' refusal.
the full-heap OTA boot-mode path is unaffected (ample heap by construction).
