Simplify and clean up dal-python

- Fix api.py: replace deprecated typing.List[any] with native list, use
  relative import and list comprehension instead of loop
- Fix __init__.py email typo (hotmailom.com -> hotmail.com)
- Remove 5 unused conftest.py fixtures (eval_date, maturity_date,
  bs_model, european_call, bs_params)
- Remove 12 redundant EvaluationDate_Set calls in test_value.py (autouse
  fixture already handles this)
- Move import dal to module level in test_import.py (was repeated inside
  each test function)
- Remove dead vol_values list in test_models.py (never applied)
- Fix SWIG matrix.i missing semicolon after %extend block
- Remove legacy dal_library and combined dal.lib fallbacks from
  CMakeLists.txt (no longer produced by current build)
- Add build2/ to .gitignore
