Add scripts for Python prebuilt binary packaging

- build_wheel.sh: Build binary wheel packages with compiled _dal extension
  - Supports --manylinux flag for cross-platform Linux compatibility
  - Uses uv build with DAL_DIR config-settings
  - Includes auditwheel integration for manylinux wheels

- build_sdist.sh: Build source distribution packages
  - Packages source code for building from source on any platform

- README.md: Added 'Building Distribution Packages' section with:
  - Binary wheel building and installation instructions
  - Source distribution building instructions
  - Platform-specific notes and requirements

Tested: Successfully built and installed 2.7MB wheel with compiled extension.
