Propagate AAD backend definitions workspace-wide and add Windows scripts

- Top-level CMakeLists.txt: propagate DAL_USE_*_AAD compile definitions
  so all sub-projects agree on the selected AAD backend
- dal-public/CMakeLists.txt: explicitly add AAD backend include paths
  for dal-public compilation
- dal-python/swig/dal.i: remove legacy MSVC pragma comment lib directives
  since CMake links the libraries explicitly via target_link_libraries
- Add build_wheel.ps1 and run_tests.ps1: Windows PowerShell equivalents
  of the existing bash scripts for building wheels and running tests
