fix: default SONDE_AZURE_CUSTOM_DOMAIN_ORIGIN to https://sondeplatform.com (#1114)

Bootstrap `az rest PATCH` for SPA redirect URIs now defaults the custom
domain origin to `https://sondeplatform.com`, matching the Bicep
`customDomainOrigin` parameter default. Previously, the custom domain
redirect URI was only added when `SONDE_AZURE_CUSTOM_DOMAIN_ORIGIN` was
explicitly set, causing MSAL login failures from sondeplatform.com for
operators who ran bootstrap without the env var.

Operators can opt out by setting `SONDE_AZURE_CUSTOM_DOMAIN_ORIGIN=""`.

Spec changes:
- WEB-0902 AC-4: require bootstrap to default the custom domain origin
- Design 9.5: document the default and opt-out mechanism
- T-WEB-0902c: add inspection test for the default
