fix(cli,tests): Windows path-canon mismatch + macOS supervisor timeout

- reconcile_binary_with_running_daemon: canonicalize the daemon's
  reported server_path before comparing to the canonicalized desired
  path. On Windows `fs::canonicalize` returns a `\\?\C:\…` UNC form
  while the daemon stores the raw input — verbatim compare false-
  triggered restart on every dispatch and the re-exec child panicked
  because integration tests have no daemon entry. Fixes 8 Windows
  integration tests.
- tui_chat_smoke_test::drive_to_ready_port: bump supervisor-ready
  poll timeout 15s -> 30s. Surfaced as a macOS flake (rerank, chat
  smoke) under parallel test load on slow CI runners.
