test(integration): 30s ready-deadline for slow CI runners

The 5 s and 8 s deadlines that gate "supervisor reached ready" and
"last_params recorded" flake on windows-latest under parallel test
load. Centralise on READY_TIMEOUT=30s — successful runs break out of
the loop the instant the supervisor reports Ready, so the bump only
buys headroom for slow runners, not actual test latency.
